I will put on a hat as an editor of the Stata Journal.

You can find out what has been published in the Stata Journal at
www.stata-journal.com or through -search- in an up-to-date Stata.
Using the keywords "maximum entropy" I find one paper in 2010.

In general, a paper on subject X never precludes another in the same
broad or even narrow field: most journals would be thinned drastically
if that were the criterion.

Advice at http://www.stata-journal.com/submissions/types/ may also help.

As your project is Stata-centred I encourage you to submit.
