Many people sample PPS with the systematic sampling algorithms orginally due to Madow (1949), implemented in Stephen Jenkins's -samplepps-; see Brewer and Hanif (1983) and Cochran (1977, p. 265) who cites Hartley and Rao (1962) and Madow (1949). But practitioners then use formulas appropriate for sampling with replacement. A few packages do compute the joint probabilities, for example the SURVEYSELECT PROCEDURE in SAS and Yves Tille's -sampling- package in R. Ken Brewer (2002) has some interesting results on approximating the variance of the Horvitz-Thompson estimator without knowing the joint probabilities.
