I am looking for stata package or commands that can estimate both the parameters and marginal effects of the the modified double hurdle model (modified Cragg Model) as presented in this paper.

Croppenstedt, A., and M. Demeke (2003): "Technology Adoption in the Presence of Constraints: The Case of Fertilizer Demand in Ethiopia," 
Review of Development Economics 7(1), 58-70.
 
The log likelihood in the standard double hurdle model has two parts (and can be estimated by tpm and craggit packages) and the log likelihood of the modified double hurdle model has three parts to represent market constraints.
 
Any help will be appreciated.
