I cannot give any detailed advice regarding how to best analyze these
data without knowing it. All I can say is that this is not multi-level
data, based on what you said in your reply ("I have aggregate data on
the number of associations in a region, and I have 100+ regions.") You
can perhaps just use the usual single-level approaches. You will
probably run into some difficulties if your intention is to make any
kind of causal claims. I can imagine that there is some correlation
between # of new firms and, e.g., diversity in these associations, but
the direction seems unclear.
