Dear Nick,
many thanks, your solution worked. I tried to simplify the problem as much
as I could (probably overdoing it). 
A short explanation of what i was trying to do:
The program is part of an infectious disease outbreak detection system and
the numbers in HACODE are codes for regions. In some weeks you dont get
reports from all regions but i wanted to include these regions in the graphs
for the weekly reports.
I had developed a sort of workaround using -for- loops but this is much
neater,
