In a word, neither. 
Similar problems have often affected me -- and did affect 
me this update. I think the issue arises from caching 
(?cacheing) somewhere between your server and Stata Corp. 
Some cache is storing files and making a guess that the file 
you first asked for, tacitly, is in fact an older version of that 
file. For example, UK universities 
are linked up to JANET http://www.ukerna.ac.uk/ which does 
a lot of this, all with the good idea of reducing traffic 
and saving costs. 
The remedy is brute force. No, sensible force: 
. update ado, force
. update executable, force 
You will probably get some updated .ado etc. you 
got before, but no problem.
