There were no replies to this, largely I suspect because it is very
confusing and contradictory.

-xtwest- and -xtpmg- [!not -xtmpg-] are both commands that have been
published through the Stata Journal but in each case versions exist on
SSC. So, regardless of what has been done previously you should be
able to use -ssc- or -net- to install, provided that you specify
-replace-.

However, if you don't have file write access you will need to get help
from a local systems person.

If this doesn't help or doesn't make sense, you really need to contact
Stata technical support.
