Pretty much the way you'd interpret any interaction term, I guess, or at least any interaction term in models like logit and ologit. There is nothing special about oglm, except that the estimates are supposedly correct because hetero has been taken into account. In Allison's example, he showed that the effect of articles on tenure appeared to be twice as great for men as it was for women, suggesting that women got rewarded less than men for their work. But once he took hetero into account, the difference between men and women in the effect of articles on tenure was no longer significant.
