I don't think throwing case dummies into a tobit analysis is a good idea. First, Tobit is partly based on probit, which as far as I know cannot be modified to handle fixed effects. And second, and with the possible exception of count models, using the case dummies to get fixed effects only works in for OLS based models, and then the standard errors will not be quite right. Bottom line, don't do it. However, what you could do is include dummies for your panel identifier variable and run OLS with the relevant Tobit command/option.
