Subject | st: Multilevel Multinomial Logistic regression with few level 1 units |

Hello All, What would be the best way to handle multinomial logistic regression using panel data but few level one units clustered within level 2. I have 4211 level one units and 5712 level 2 so many respondents appear only once. I've been working on this within gllamm but I'm not sure this is the most efficient method.
