Yes, that is the panel VAR programme I am trying to run.
Its correct that I am working on a networked system in which I dont have the
write permission. So what should I do to be able run the panel var programme
successfully.

That program tries to save some stuff as a Stata file impulse.dta.
Perhaps you are working in a directory or folder (say on a networked
system in which you lack write permission. You need to fix that.
