I am having similar issues, I run something like
xtivreg2 y x (y2=x2) t1 t2, fe
and get
"Error - must have ivreg2/ivreg28/ivreg29 version 2.1.15 or greater
installed"
I am running Stata 9.2 and ivreg29 works.
I have done
adoupdate ranktest
adoupdate ivreg29
adoupdate xtivreg2
