There seems to be several proposals being tossed back and forth.

Proposal 1: translator to smcl, as clarified by Kit above. Someone has
to write the translator. Does anyone have ideas as to how to do this?

Proposal 2: pdf as a substitute to smcl. This has the drawback of not
being able to link (earlier I was assuming). We still need a template
(TeX or Word) to achieve uniform appearance. If we can come to
agreement on how a TeX-produced pdf file should look like, I will
provide a Word template that will approximate it (and converted). We
will need a host for these files.
