I don't understand what you are proposing then. 

If people want to use Word privately as a text editor, that's up to
them, and there need be no proposal of it as a public standard.

I agree that the Word document should not be provided. It would be
converted to pdf, which is what was intended. I understand that this
aspect is not entirely clear to those who don't use it, and I should
have clarified it.
