st: -clogithet- updated on SSC

Thanks to Kit Baum the -clogithet- module has been updated on the SSC
archive. -clogithet- fits a heteroscedastic version of McFadden's
conditional logit model.

The update fixes a bug related to a temporary ID variable being stored
as a float rather than a double. This caused problems in models where
the ID variable had more than 7 digits (see
<http://www.ats.ucla.edu/stat/stata/faq/longid.htm> for an
explanation).

Thanks to Michael Burton for alerting me about this issue.
