I still don't know what went wrong, but I fixed it by replacing the
offending commands with (apparently) identical characters from lines
that had worked successfully, then overtyping the correct label number.
There must have been an invisible character screwing things up for all
labels greater than 14. I suspect that when I pasted columns of
diagnostic code ranges from Excel into the Stata editor, it brought an
invisible tab-character or something with it. I then did search/replace
to convert dashes to slashes and other things to make the problem more
opaque.
