I have noticed this; particularly irksome with a large dataset (~10,000 records).
Is this something that can be changed in the Stata program?

It seems like in 10 the individual graphs are being redrawn.

Stata OS X has the same behaviour - it redraws the graphs `one' and `two' in addition to drawing the combined graph, resulting in a noticeable delay.
