I'd like to emphasize that that statement shouldn't be generalized out of
context.  In my experience, -ml- *doesn't* have any such problems when it is
used as StataCorp intended.  Only when I applied it to this specific
unintended function-maximizing case have I ever seen -ml- converge to a
local maximum with its default search settings.
