An excerpt from your data would be helpful... If "factors" means "dummies"
you might wanna take a look at the "Tabulate, generate" command...

Hello

I have 650 country pairs in my dataset and I would like to include them in 
my model as factors with some simple code instead of physically creating 
these country pair dummies in my spreadsheet.

Please could someone help me with the code?
