On a very fundamental level you can say that it can't be done: You can
throw information away (go from monthly to annual) but you can't
conjure up new data out of thin air (go from annual to monthly).

What you may be interested in is interpolation, which can be done in
Stata using the -ipolate- command. Just keep in mind that your monthly
"data" isn't data at all, but just a bunch of estimates.
