Here is a not very elegant solution:

*--------- begin example -----------------------
webuse nlswork, clear
gen nofill = 1
fillin idcode year
bys idcode (nofill) : gen filled = missing(nofill[_N])
tab filled
drop if filled
*------------- end example ----------------------
