There are many ways to do this. You should check out the range plots (-help graph twoway-) rcap and rline might be useful to you. Or, you may want to look at -eclplot-. (-findit eclplot-)

Friends,
I have created a summary data set with estimates (by year) and lower /
upper bound variables for each estimate. In either v 9 or v 10, can
y-error bars (whiskers) be added to a scatter plot? I've looked through
help and can't find the answer, although I might have missed something.
(If you do know, please copy me on the answer, I only get the listserv
digest once a day and hope to do this work today.)
