Oops, I found it under axis_choice_options (p. 341) for anyone who is interested.

I can't figure out how to control the right axis at all -- for example, to orient the tick labels horizontally & to override the range of values Stata gives me. I have combed through the axis_label_options section of the Stata 9 Graphics manual but haven't yet found the answer.
