They should.
However, gllamm offers you more options. You could add a second (or 
even more) random effect(s) and you have the possibility to include 
time invariant covariates (to name a few).
I think you can view the difference between the two the same way as the 
difference between:
. xtreg y x , i(id) fe
. xtreg y x , i(id) mle
