It's difficult to say what the problem is here. As I reported earlier net install http://kk-adofiles.googlecode.com/hg/motionchart.pkg worked fine for me (in Stata 13.1), so the files are there. Your problem may be something to do with your Internet settings. Look at the help for -netio-.
