st: estimate SUR in panel data

Dear all,

I have a panel of 28 counties, over the period 1991-2012. It is an
unbalanced panel. I have stata 12 version. I would like to use xtsur
to estimate translog profit function, as
follows:

xtsur (lpi lP1 lP2 lP3 P11 P22 P33 P12 P13 P23 P1T P2T P3T T TT TemAV
PeceAV TemSD PeceSD  Feedrain D2_1-D2_28)(S1 lP1 lP2 lP3 T)(S2 lP1 lP2
lP3 T), constraint (1-13)


But I get the following error:
