-rowmiss()- is part of -egen-  and has been for many versions. See

http://www.stata.com/help.cgi?egen

You can check for the program in other ways e.g. typing

viewsource _growmiss.ado

That command should open up the program file in question, as seems
likely, your installation of Stata is evidently incomplete or corrupt
somehow.
