st: set logtype text, permanent doesn't stay permanent

I want to have a log that is plain text, not smcl.

I use the command set logtype text, permanent

It does not work.  Every time I start Stata and begin a log, it assigns the
default smcl extent.  I almost always 'catch it' when I am naming the log,
but it seems to me that if I use the command set xx, permanent then it
should be a permanent change.  It works for other 'set' commands.

What am I doing wrong.
