st: updated -sppack- available on SSC

Thanks to Kit Baum, an updated version of sppack
(containing -spmat-, -spreg-, and -spivreg-) is now available on SSC.
The update fixes the issues reported previously on the Statalist.

-spmat getmatrix- and -spmat putmatrix- have a small change in the
syntax.  The old syntax continues to work but is no longer documented.

The update can be installed from a web-aware Stata by typing

  . ssc install sppack, replace
