strgroup uses a Stata plugin. The plugins are available for Mac OS X (64-bit), Linux (64-bit) and Windows (32-bit). If you use 64-bit Windows, strgroup is not an option, and net install will not give you the option of installing a package that won't run on your system. This has nothing to do with your version of Stata: it is an OS issue, as plugins are compiled in C for the target OS. That explains why they aren't too popular: at this point there are only 3 packages (out of many hundreds) on the SSC Archive that include plugins. A number of others used to, but have switched to a Mata implementation that doesn't have these platform issues.
