The ATS UCLA command xi3 had several coding schemes and can still be
used to generate variables
<http://www.ats.ucla.edu/stat/stata/faq/xi3.htm>.

-xi3- is very old and is no longer actively supported.
I would suggest trying -desmat- by John Hendrickx. Its not the same
as factor variables but it supports many coding schemes.
