I received an ado and data file from Kaleb Michaud at the University of Nebraska Medical Center back in 2008. It was quite useful to me, though it came with the caveat that it was incomplete. I will forward what I received to you privately. But you or others in the same boat may want to contact him to see if there have been updates (or perhaps he will see this and reply).

I wonder if there is a utility for Stata that can convert IC9 to ICD10
codes or the other way (or in other program)? It would facilitate my
work to only have one list of disease codes.
