I am trying to estimate a negative binomial regression model based on
panel data. I observe multiple regions over multiple years, so I am
using region_id and year as my xt panel settings. The regional
outcomes in my dataset are affected by some national institutions that
I do not observe (omitted variables). Therefore I would like to
estimate the model using country fixed effects. However I do not know
how to tell Stata that the FE option should cluster on the country_id
rather than on the region_id. Could you please help me? Thanks,

Mathijs
