I've written a command and corresponding paper for estimating (and more importantly interpreting results from) this specific hurdle model that will be published in a forthcoming Stata Journal:

"Fitting and interpreting Cragg's tobit alternative using Stata"

If I'm not mistaken it will be in Volume 9, Issue 4.
