st: Statalist FAQ updated

The FAQ, referred to at the bottom of every Statalist posting, has just 
been updated, courtesy of StataCorp. There are two notable changes.
The FAQ now makes explicit what everyone knows: Stata 11 is the current 
version. It remains important to specify when you are using an 
out-of-date version, such as Stata 10.1.
We also tweaked the section on going out of the office on which there 
was discussion on the list last month.
