Alternatively, to quote the same help, 

-label values- attaches a value label to a varlist.  If a . is specified
instead of a lblname, any existing value label is detached from that
varlist.  The value label, however, is not deleted.

the help file says to use -label drop hhincomelbl-; have you tried that?
