I thank Maarten and Svend for the suggestions.   

I do want -xtitle-. The example was to demonstrate my problem. As
suggested by Maarten, creating the data set first and plot them using
-twoway bar- works. I just feel it would be handy if -graph bar- allows
-xtitle-.  

Using -b1title- adds the same title to each graph, I would like to have
one title for all graphs.

Are you sure you don't want -ytitle("Mean values")- instead of
-xtitle("mean values")-, since the mean values are plotted on the
y-axis, and this is allowed with -graph bar-, otherwise you'll have to
create the data you want to plot, and plot them using -twoway bar-.
