Are you using the do-file editor that comes with Stata, the one that
comes up when you type -doedit- in Stata? That should scroll down
automatically,  at least it does for my (Windows XP) copy. 

Even if you solve this problem, you might want to look at other editors
 if you regularly write long do-files. For instance because these
editors have syntax highlighting, more extensive search/replace tools,
tools for matching braces, block and line selection, etc. See
