I tried out your do file and also find the alternating pattern of timings :
0: 1.67
1: 2.61
2: 1.64
3: 2.42
4: 1.69
5: 2.47
6: 1.69

I'm using an AMD Athlon XP 2700+ (2.17 GHz) running Win XP Pro SP2 with Stata/SE 9.1. I have no idea about the issues behind this timing pattern, but I was encouraged to see that my nearly 3 year old PC is looking fairly fast compared to the other machines tested. I was also a little surprised to see how much of a performance hit there is to run Stata GUI on Linux.

I assume that there is a problem with my computer or OS.
I'll check using another machine.
Here are some timings (the script can be found below):

L (a) (b) (c) (d) (e) (f) (g) (h) (i) (j)
0 2.21 1.80 2.12 1.94 2.02 3.71 1.49 11.50 3.28 2.34
1 3.68 3.55 2.10 1.93 2.03 3.73 1.47 11.50 3.29 2.36
2 2.18 1.79 2.10 1.93 2.02 3.73 1.46 11.51 5.08 2.33
