Sorry, the text formatting in my last question made my problem look slightly more complicated than it actually is. I have two variables. The first variable has blanks in it. The second variable does not. Let the slash denote a column divider and "blank" denote an empty cell:

ID / VAR1
10.001 / 1973
blank / 1813
blank / 1654
10.002 / 5623
blank / 4158
10.003 / 6639
....
