Actually as http://www.itl.nist.gov/fipspubs/fip5-2.htm Table 1 shows, the 50 US states+DC are mapped into the integers 1..56, with several missing values (e.g., no state 3 nor 7). There are nine additional codes associated to various Pacific Islands, PR, and US VI.
