st: Non-parametric tests and weights

A question from Heather Carroll:

Why the nonparametric tests like kruskal wallis (kwallis) 
or wilcoxon (ranksum) do not accept the use of sampling 
weights. Are these statistics not biased no matter what 
the sampling design is?
