I could be wrong (I often am), but it sounds like your Stata isn't
'web-aware'. You can fix this by clicking on the 'Prefs' menu tab, then
selecting
'General Preferences' and then clicking on the 'Internet Prefs' tab. Once
there, check to see if the 'Use HTTP Proxy' box is checked; and that you
know _either_ your university's proxy server _or_ your own (if you're
working from home), as well as its port.

I had this problem when I had first bought Stata 8, only finding the
solution after a bit of good fortune. Good luck!
