The second problem has to do with renaming file extensions. When I tried to
update the Stata program files, I need to rename Wstata.exe to Wstata.old,
but Windows Explorer won't let me touch the file extensions (and DOS is no
longer available).

Any help is greatly appreciated.

On the second part of your problem, go to the command prompt and rename the
wstata.exe to old (be sure to first list the files in the stata directory so
you are sure of the file name (trying to rename it using explorer sometimes
creates a file wstata.old.exe). It should work fine after that.
