This isn't quite right.  Here at the office I am running Stata 7:

. update

Stata executable
    folder:               N:\School\stata7\
    name of file:         wstata.exe
    currently installed:  01 Feb 2002

-findit- doesn't find it:

. findit cdsimeq

Yet because the author of the package, Omar Keshk, wrote the package for 
version 7:

. which cdsimeq
d:\ado\cdsimeq.ado
*!Omar M.G. Keshk        (SJ3-2: st0038)

. program list cdsimeq

cdsimeq, eclass:
  1. version 7.0

my version of Stata will run it quite happily.
