The clear distiction here is that third-party software created the data file. As long as Stata finds the key identifiers and data
structure to be valid it will open it. However, because of how Stata reads the data file for particular variables, it cannot access
a subsequent replicate-named variable, as it is not the first such variable in its variable table (Stata stops searching once it
finds the matching variable). 

I would attempt to sequentially rename these variables. I presume it will let you rename the first one, then the next one should
become accessible.  Try this and let the list know if it is a workable solution.

Emma Slaymaker happened to create a dataset with different variables having the same name by exporting a Stata version 6 dataset
from EpiData.
 
I could reproduce the finding, both on Stata version 8.2 and 9.2. It looks strange to me, too. How could such a thing exist?
