Rao, J. N. K. & Wu, C. F. J. (1988), 'Resampling inference with
complex survey data', Journal of the American Statistical Association
83(401), 231–241 -- basically, the first paper to discuss the
bootstrap with survey data seriously, and to discover some serious
flaws

Rao, J. N. K., Wu, C. F. J. & Yue, K. (1992), 'Some recent work on
resampling methods for complex surveys', Survey Methodology 18(2),
209–217 -- a very useful extension of the previous paper to show how
to deal with the scaling issues through weights rather than through
the results based on the bootstrap samples.
