I am trying to estimate a count data model with panel data and would
like to try specifications that allow for excess zeroes (zero-inflated
and hurdle models) with fixed unobserved heterogeneity over time. I
can see that stata has commands to deal with excess zeroes in cross
sectional models  (zinb, zip, hnblogit, etc.) and also has some basic
panel models for count data (xtpoisson y xtnbreg). My question is: is
it possible to combine the specs. for excess zeroes with fixed or
random effects. If so, are there commands or variations of commands
that deal with this? Thanks in advance.
