estout is supposed to work under Stata 8.2, so I expect that Ben Jann  
will have a look at this.

I do not recommend the use of outreg. If you want to use something  
other than estout, have a look at Roy Wada's outreg2, which is being  
actively developed, and contains capabilities that the original  
outreg did not.
