st: clemao_io routines

Thanks to Richard Williams (and indirectly Brian Poi) for identifying 
the incompatibilities in the clemao_io routines 
(Clemente-Montanes-Reyes unit root tests allowing for one and two 
structural breaks). Those fixes have now been applied to the routines 
available from SSC.
